- The Chairs introduce themselves.
- Selected delegates give their 1 minute opening speeches.
- Lobbying and merging session: Chairs divide the committee room so that delegates working on a particular topic merge the clauses of their draft resolutions with delegates working on the same topic creating one detailed resolution. The main-submitter needs to have a minimum of 10 co-submitters and find 10 co-sponsors before bringing the final draft resolution to the Chair who will approve it. The delegate will then be sent to the Vetting panel to have the resolution proof-read.
- The Chair sets 5 minutes reading time for the resolution.
- The main-submitter is called by the Chair to read the resolution's operative clauses and makes a speech during open debate.
- During time 'for' delegates (often the main and co-submitters) speaking in favor of the resolution, take the floor by raising their placards and being recognized by the Chair, and introduce amendments. The amendments are debated in closed debate: with x time for and x time against. After voting for the amendment the committee returns to the debate of the resolution as a whole.
- During time 'against' delegates speaking against the resolution take the floor and introduce amendements.
- When time against has elapsed and there is a motion to extend debate time, the Chair will move into open debate time (where delegates can speak for or against the resolution) or set a further x minutes for x minutes against.
- The committee votes on the resolution.
